Germany transit visa requirements change for Advance Parole holders

I was told that the transit visa requirements for Germany transit had changed from Apr 10 2010. When I checked the German consular website, Advance Parole was not one of the exemptions for the visa.

I got conflicting answers when I called the German consulate in Washington, DC vs the one in India. I am travelling next month and was hoping to carry a printout of the page from the consulate website if the requirements did not change. Can someone clarify?
