Schengen visa application

My girlfriend is Philipino and lives and works in Hong Kong. We are trying to apply for a Schengen visa for her to visit Holland in June 2023.
I was wondering if anybody had any luck getting approved without having a flight and insurance booked.
A lot can happen between now and then and most flights are not refundable.
Any thoughts ?

You don't need to buy a full flight ticket, but you must provide proof of booking or reservation. Embassies and consulate officials understand that applicants might not want to spend a lot of money on a ticket before knowing if they can travel.

Officials will require a reservation or itinerary with specific dates and flight numbers for entry and exit from a Schengen State. Some may accept the Schengen Visa flight itinerary during the application process but request the original air ticket upon visa collection.

You'll need to present your Schengen Visa flight itinerary at your visa interview, containing the following details:

• Passenger's first and last name
• Flight number of the chosen airline
• Reservation number or identifier
• Departure and return dates (round trip)
• Flight hours
• IATA airport codes
• Total ticket price
