Applying for Schengen visa from US for indian passport with US visitors visa

My Father-in-law is visitng us in US and we were planning to visit europe in April.
He has INDIAN passport with US visitors visa valid until 2017

Will I be able to apply for his Schengen Visa from US and if so what are the formalities?

I am on H1-B visa in US and residing in Florida.

Any help is much appreciated

the problem with applying from INDIA is that my father-in-law is traveling to US in next 10 days and i am not sure if he will get his passport back in 10 days.
