Question on schengen Visa form

I am traveling to Switzerland. My port of entry is Frankfurt, Germany, and then a flight to Geneva, within 2 hours of arrival into Frankfurt

How do I answer the below question ?. Should I say Germany and indicate that it is transit ?

I got my answer from the Swiss consulate in San Francisco, that I need to list my PORT of entry as "GERMANY".
