spending equal number of days in Schengen countries

Hello, I am a US green card holder living in Seattle and wish to visit Europe this coming April. I will be flying in to Amsterdam and spending 22 days touring Europe. This is my tentative itinerary

Amsterdam (3 nights)
Germany (4 nights)
Italy (5 nights)
Switzerland (4 nights)
France (5 nights)

My question is, which consulate should I go to to apply for a Schengen visa since I will be spending equal number of nights in Italy and France?
