Schengen visa submisison in Dallas, TX

Hi,

I am an Indian citizen residing in Dallas, TX. Do I have to go to Houston to get Schengen visa or is there any way I can submit the application in Dallas itself? I came to know that there are honorary French and German consulates in Dallas. Do they accept general visitor's visa applications (less than 90 days stay)?

Your advice/suggestions would be appreciated.
