7th Year on H1, 7 Months Validity, should i travel ??

I work in a University, in Science field. My H1 is valid till June 2016 and my Visa Stamp expired last year. Am going to India and get my visa stamped again. Will it be problem if i travel on 7th year of my H1.

I am into 7th year of H1. PERM was filed in 6th year and H1 was extended. Still waiting for PERM approval.
Is it possible to switch jobs in US before PERM is approved?
