B1 Visa rejected twice in 2 months can i apply third time how much time should i take

I have applied 4march2018 my B1 visa from Dubai which got rejected under 214b And then my compony again applied(23 may interviw date) which also got rejected .Second time interviewer didnot ask much question i am not sure what went wrong may ber first time i have applied from out of ind...

Yesterday i received a rejection letter of my case in the mail, i know you want to ask me about it but the real letter will be posted to me by wife tomorrow because we are not living together for now due health reason
i found out through my case number on the letter when she scanned to me....

After the Visa interview, Visa officer took my passport and told me yesterday that my visa is approved and I will get the passport in 2-3 days.

I just checked my status online and it says: Administrative Processing

Hi,

I appeared for L1 Visa interview and was put under admin processing. After the visa interview they retained two copies of I-129S, passports and returned other documents, pink slip to me.

Since L1 Blanket visa approvals need two copies of I-129S stamped by visa officer...
