H1B Transfer in consular processing with visa not stamped

My employer has applied for my H1B via consular processing. Let's say my H1B petition is picked and is approved but not stamped or activated as it's a consular processing. Can I change employers even though H1B is not activated just on the basis on approved petition ? I know that we...

Company A has filed my fresh h-1b in Apr 2015, it got selected in lottery, got approved without rfe.
