Applying H4 while changing status from B1 to F1

My girlfriend came to US September 2013. She applied for COS B1/B2 to F1 visa on February 2014. Now she got request for evidence and we are collecting the extra documentation. So my questions:

1. Can we marry now and apply H4 while COS is still pending?
