B2 visa rejected under 214(b) even being govt employee

Hi. I had applied for b2 visa to visit my brother who is on h1b. Being a govt employee in state revenue dept, interviewer rejected my visa. Questions asked were
Q purpose
A tourism
Q where you will stay
A xyz city state. Where my bro lives.
Q any relatives in US?...

I hold a H1B visa and have been in the US for 7 years now.

My brother is 25
-is single
-has an MBA
-works in a US bank in India
-has no property or two wheeler or four wheeler to his name

He is applying for a B1/2 tourist...

My Brother's income as per IT return is 3.8 lacs/annum.

My Sister-in-laws income as per IT return is also 3.8 lacs/annum.
