L1 visa for Canada PR holder

Is there any impact (positive or negative) of having Canada PR on L1 visa approval? If one is employed in India, should the L1 blanket be applied from India or Canada? Please suggest.

I have an L1-b visa interview scheduled in Vancouver, Canada. I'm currently on L2 visa in the United States. Is it fine to mention at the Canada port of entry that I'm visiting Canada to attend a visa interview in a US consulate?

I am currently working in Canada and have a H1B visa stamped on my passport which is valid until Dec 2019. My employer wants me to apply for L1A Blanket visa.

My questions are:
1) Will it be a problem for L1A?
2) Will be VO cancel my H1B irrespective of L1A decision...
