My employer filed my cap on 2016,my case got RFE'd and got approved by USCIS on 20Dec,2016.I received my petition copy from my employer on 05Jan2017.

In My Petition the validity is mentioned as 01-oct-2016 to 30-Jan 2017.I haven't did stamping and not traveled US...

My brother has Approved H1 but it is revoked due to some personal reasons. Now he want to apply for H1B so his condition comes under CAP-EXEMPT?
can he use the previous H1 and try to transfer it to another company?
