cell phone at USCIS field office?

I live in Hawaii and need to travel from one of the outer islands to Honolulu for my Biometrics appointment. I have to drive over an hour to the airport, fly, take a taxi from the airport to USCIS field office, then return home via the same method. Understandably, I would like to take my cell phone...

My dad will be coming to the US for just 15 days and will be traveling quite a bit around the country that time. He has his Indian GSM cell phone with him. So, I thought of buying him a prepaid SIM card in the US, so that he can use the same on his phone.

Any suggestions...
