H1B transfer between companies

I am working with company A but I had got my H1B filled and stamped through company B this year. Now my company A wants to buy the visa. How does the entire process happen?
I have never worked for company B till today.

what are the things that "they" look at and ask about regarding the companies involved in petitioning for L1 visas?

Does for instance sixe, turnover, staff matter?
