PERM filed, have stamped visa. Can I go out of USA and return?

Hi,

My Labour(PERM) is filed with Department of Labor but its not certified yet. I have stamped H1B visa till Mar 2018 with my current employer. Can I go out of USA and re-enter in Jul 2017?

H-1B white 221(g) issued - document related confusion

Last week one of my friends went for a H-1B visa interview and unfortunately consulate issued 221(g) white slip. He has confusion regarding couple documents.

I want to mention that, the company that applied for his visa IS the company he is going to work for. It is NOT a consulting company....
