H1B Petition got approved but If a candidate doesnt attend interview

Hi,

Can some one help me in understanding the following

1)what would be process if a candidate doesn't attend his visa interview even after getting their H1B Petition approved?
2)Can the candidate attend an interview within 3 years of time or it depends on I797?...

We had our H1 approved with Visa issue date of 28Dec2012 and expiry date was 1 Dec 2014. We didnt join that company traveled (though earlier we have been there with the same company on L1 visa for roughly 3years), for some personal family reasons we had to stay back in India.
