E3 visa on Australian passport while I hold an l1b on my Cypriot passport

Hello -
I currently hold an l1b visa in m Cypriot passport.
Is it possible to avoid a I-129 change of status processing time by applying for an e3 from scratch if I apply through my Australian passport (currently holds no visas) and go back to Sydney for my embassy appointment?
