OPT Approved, EAD was sent back because of address update. 90 days time frame

I applied I765 on August 25,2017. USCIS approved my application and sent the EAD card on Nov 4th, 2017. I moved to a new address meanwhile and I updated the address in the USCIS system and I also sent the AR11 form to them. The EAD card was not delivered/forwarded to the new address but... -

I am so totally lost. I know 90days timeframe does not apply anymore (the USCIS agent kept saying WE ARE NOT BOUND BY ANY LAWS ANYMORE!)

Joint application of EAD along with H1 & H4 extension
Currently, I am waiting on my wife’s PERM application, and once it goes through we will be applying for her i-140 in PREMIUM. We expecting that we should be having i-140 in hand by June.

12/12/2016 went to an interview and file the expedite request after that
