Does EB2-to-EB3 downgrade require I-140 process initiated with current employer ?

Anyone else who is on EB3 (India) with a PD of March 2006. It was current in August 2017. We have not received any update till date. Anyone else in the same boat? Please let me know.

The cut-off date states 22-Mar-2005. Does it include that date. My priority date is March 22, 2005.

Should I have to wait for it move another day ?
