F2 rejected 3 times while on OPT.H1B is applied.Convocation,Anniversary. F2 or B1/B2?

My wife's f2 visa rejected 3 times at Mumbai. I am on OPT and currently my h1b is applied by my employer. My convocation and our wedding anniversary are coming in about a month and half. We are planning to reattempt. Seeking advice either we should go for F2 or B1/B2?

Hi, Just to give some background - I am currently on F1 OPT Stem extension and my wife has applied for F2 visa which she recently got approved. My company had applied for H1B for me which got selected in the lottery this year for the FY2015 cap.
