Postdocs taxable fellowship income when no taxes withheld (no W-2) for I-864?

My change of status from h1 to j1 required for starting fellowship in cards is still pending after 3 mo of applying, now the center is confused as to request for evidence, when they haven't sent any mail, even after sending the evidence, it's gonna take more time, god knows how...
