How Public charge affect bringing parents to USA

I am yet to get the Citizenship. I am expecting to get it within 6 months. As the public charge rule is going to be effective on Feb 24th, what is the best way to apply for mom's green card? She is old, does not know English and not well educated to get a job here....

I'm a physician under training on J1 visa. If I find a J1 waiver job, when can I apply for H1? Does every J1 waiver job let me apply for H1? How about green card (when can I apply for it?)
