H1B New Approved Petition and Expiring Visa

Hi. I have a new approved H1-B petition. My current visa stamp and I-94 end on Feb 1st. That's when my new petition starts. Are there any ways in which I can request an I-94 extension while staying in the US without crossing the border..like filling a I-539 form?

Here is my Case details, can any one help me out.

1) Is it mandatory to apply LCA through icert portal for fresh H1 B?

2) Through iCert portal,employer can file H1 B or H2 B?

3) Can H2 B can change to H1 B with new employer like H1 B transfer happens?
