H1B Extension denied, I94 still valid - What is best option?

H1B Extension denied but I94 is valid till June

What is best option and have more chances of approval?
1. File another extension with same employer, by providing supporting document for denial?
1.a Normal Filing - So we get more time before next decision ? May approve...

My Wife has a H4 that was due to expire in Oct 2013. In 2013 we had applied for her H1B and her H1B was in process.
The process was delayed and in October 2014, we applied for her H4 through my company. In Dec 2014, the H1B was denied, and now we have an RFE on her H4 application....

H1 denied on May 5 2011 after query. Employer said it is random denial and asked about employee and employer relationship.
