Does H1B 6 years duration include the time spent on L1B visa

Mine H1B case in RFE status and the response was receieved by USCIS on Dec, 2017.Still, no response them, so in wake of the need can applying L1 visa will be any issue or any place while filing the petition have to mention the H1 visa status.
