How early can I apply for stamping for H1B visa

I have valid H1B stamp and will expire in next 3 months, I also have the approval notice that extends to Sept 2019 and have approve I-140.

Can I apply for renewal H1B stamping now ?

And, can I apply for US Non-immigrant visa in Canada, being Indian citizen (third country)...
