Got H1B stamped in Dec 2013, never used it. can I apply under cap-exempt with premium

Got H1B stamped in Dec 2013 with employer A, the validity on the H1B stamp is from Dec 2013 till June 2016, I have never used the H1B, I never flew to USA. can I apply under cap-exempt with premium processing with employer B now in August 2018?

Hi,

I got my H1 petition approved in Feb 2012 till Feb 2014. I had not traveled in H1 and petition expired.

I had applied for CAP Exempt now from my organisation. Need below clarifications:

1. Is it valid case?
2. What is the chance of approval?...
