Apply for H4 visa after applying for H1

I have filled H1 for my spouse in current year. Until a decision is received can she travel in H4 visa to US. If she apply for H4 visa will question arise during visa interview that you already have a H1 filled and will that impact H4 stamping.

H4 stamping after 1 week, while H1 applicant is still in india

I am primary applicant and got stamped H1 visa last week. plan was to call spouse and kid after 3 months. So, i went alone for stamping. but now i want to get there visa stamped before i leave for US, so that i can do the paper work and travelling to new delhi etc, to help them.
