H4 Pending Approval - Can I apply for H4 EAD

Dear Experts: Please advise me on my following situation.

I applied for H1b extension + h4 extension (March 21, 2017) together and got h1b approved, but h4 extension is still pending approval. (USCIS Nebraska).

My question is: can I apply for H4 EAD with H4 receipt notice...

My H1B got approved (upgraded to premium), But H4 for my spouse and child is pending.

Can any one please let me know, If you had this scenario?.
