Travelling to us on h4 when h1b approval is in progress

Hello,

I am travelling to US in Feb 2nd week on H4 and my H1B is approved in USCIS but not yet completed the visa interview. Can I apply for COS from H4 to H1 in US or do I need to go back India for H1B stamping.*

Can I apply for SSN after getting H1B approval

I am in USA on H4 visa and recently my H1B get approved. Currently I am looking for jobs and some consultancy asked about SSN number for accepting job application.
