L1+H1+I140+Petition Denied extn

I will keep my question short - Pleasingly seeking help.
I was on L1 for 3.5 yrs then COSed into H1 for 2 yrs, then in 2018 h1 extn was denied in now in IN since 2 yrs. I140 was approved in 2015, I left the employer after coming back to IN.

Hello Experts,
My H1B visa was rejected in May this year 2018 don't know the reason. After that I moved to Canada and now want to file H1B HNSC(not subject to Cap) in regular mode.
Do you know what all things involved in getting the H1B again? What all my chances of getting it?...
