I had applied for OCI card which is issued and arrived in US - Houston CGI office.
I got an email from Houston CGI to send original passport and self-labeled return envelop....

OCI Processing in Houston - Recent experience
Here is the chronological events in the processing. Hope this helps anyone processing OCI thru Houston Consulate. I feel it needs to be speeded up since some of the other consulates in the USA have a faster turn around time.
