Can an un-employed person be sponsor for visitor Visa?

Hi -
My inlaws require their visitor visas renewed. Their 10 year period in original visa is expiring soon. In order to submit I-134 (Affidavit of support), i require US Naturalization certificate number (as I'm US citizen). I have lost the US Nat Certificate and I'm learning that the wait...
