Diversity visa - born in eligible country currently living in non eligible country

To whomever it may concern, I want to get information for Diversity visa. I was born in Saudia Arabia which is an eligible country for this visa, I hold my birth certificate and another document which specifies that i was born in Saudia, My birth place mentioned on my passport...

I have applied for h1b visa and it was picked from lottery and the status remains as received from 2months. Before applying, i got evaluation reports from one of the attorney
