E2 visa : application from country of residence vs country of nationality

I would like to apply for a E2 visa.
I have been living in Singapore for over 6 years : it's my country of residence.
But I am French.
Can I apply for the visa in Singapore ?
Or do I have to go to France to apply ?

Hi,

I 'm a Spanish citizen, and in some weeks I'll start providing services (I'm in tech) for couple of American companies (they will be my only clients, and will be invoicing them about $8-9 per month).

Eventually, I'll apply for a E1 visa, but I'm confused about these...
