L1B Blanket denied, "Not Clearly approvable" no slip given

Hi All,
My L1B Blanket was denied as "Not Clearly approvable" stamped on I129S, and no slip was issued. what does this mean. Should I apply for H1 of L1 again?

My L1 Blanket was rejected in April with "Clearly not approvable" with blue slip.

Now my company is applying for L1 Individual. And for a different project. The case built will be different compared to my L1 Blanket case. Will this create any problem ? ...
