L1 B Visa Expired, can spouse apply for L2 based on I-94

Hi

My L1 visa Expired on 03 Dec 2017
I-94 is valid until 03 June 2020.

My Visa extension process is in progress and taking time, can I have my spouse apply for a L2 Visa based on my I-94 status ? so that she can travel to US.
