Opt-in to be considered for Masters Cap or not ?

I am currently pursing my Masters in Computer Science. I have received a full time offer (start date - Sept 2022) and the company has asked me to register for H1B lottery for this year. My graduation date is Aug 10, 2022 (Final grades - July 09th, Degree conferral - Aug 10th).

i have done my MS in USA and then was on H1 for 6 years.
Now after staying for 4 years outside USA i am reapplying for H1 once again.
am i still eligible for Masters quota while reapplying for H1
