New OCI card - should I do renounciation and OCI card separately??

I am applying for OCI card from New York and need to submit renounciation as well.
I was told that the process is two step: first renounciation and after receiving it, submit OCI appln
The webpage says both can be done at the same time but great NY consulate need two step process.
