1) How can I not notarize parents marriage certificate and childs birth certificate. Since the certificate takes entire page,...

I have got Notary done for all documents at San Francisco, California for new OCI card for Minor and the notary is attached as a separate page with each document but not on the copy of the document. Can you please let me know if that is fine to have notary as a separate sheet?

There is now a new and strange Parental Authorization form, authorizing your child (in my case, my six month old) to visit India. Anyway from what I have read, it seems like more bureaucratic stuff that makes no sense. The form here:
