Document requirement for OCI in lieu of PIO for minor

Hi all,

It appears to me document requirement for OCI in lieu of PIO for minor is excessive.

The fact that applicant (minor) is of Indian origin is already established and documentation was already submitted for PIO.

Then why do they need following:

Hi Me, my wife and son are all European citizens and are living in India on PIO. I was just going to send the papers to convert to OCI when I read the news about govt merging both.

Should I wait? Should I go ahead? What do you advice.
