Renunciation of Indian Passport $250 Penalty Waiver.

When we took US citizenship in 2005, renunciation process of Indian Passport was not available.
During OCI application from Indian Consulate in New York, no one ever told us we need to get a renunciation certificate.
Now we see in the web site that a $250 penalty fee may be applied,...

I am planning to apply for OCI + renunciation for my wife and I. My son has a PIO card and my daughter does not have either PIO or OCI.

Can I apply for OCI for my kids along with our applications at the same time?
