When to make OFC appointment?

I applied for visitor Visa under interview waiver program. But I am confused about when to make OFC appointment? Please help.

I know bags and mobile phones are not allowed in Visa center of US embassy. But are the restrictions apply to OFC center also ? Can I take my Bag and mobile to Chennai OFC center ?
