Can we apply for H4 of dependent if my H1B extension is pending

I want to apply for my wife's H4 but my H1B extension is still pending. Also, my current I-94 expires in just more than a month.
Can I go ahead and apply for my wife's H4? Will this H4 get through if my extension request is not yet approved?

My mother's surname in my passport is spelled wrong. Instead of Chakraborty , it has been typed as charkaborty. Now my DS-160 form will have the correct spelling of her name, which will not match with the passport. Will it cause rejection of my Visa? Any suggestion is welcome...

I am planning to sponsor to my Father-in-law and Mother-in-law to visit USA. But the last name present in my FIL and MIL passports is different by a letter in my wife's passport. Would there be any issue because of this or do we need to make sure anything for stamping.
