I am required to show PCC for Kuwait since I was there till age 18. But I don't reside in Kuwait anymore. I live in India. I left Kuwait in 1998. Does anyone know of how to get this?

My mother has I485 interview last week, during interview the officer asked that her fingerprints were not cleared, so he asked for taking her Oath and asked for more documentation like Police clearance certificates from all addresses she stayed in last 5 years.
