PIO card/visitor visa for new born if one parent is in India

Hi,

For PIO card/visitor visa for new born baby in USA, both the parents need to sign on the required documents as per the rules. But father is in India on work purpose and we need to travel back with the new born baby to India.

Can the father get the documents notarized...

This is a special case. My wife was born in India. She married to me (Nepalese citizen). We all came to US on Nepalese citizenship. Then we naturalized and became US citizen in 2009 and now bear US passport. Will she be eligible for OCI/PIO card? She never had an Indian passport.
