I wanted to ask, if I came back from the Philippines to the US on June 2013, but got denied July 17, 2014, after applying on November 2013 can I reapply now since it has been almost 5 years this June 2018? Tax residency for OCI holders when leaving India for employment abroad
A foreign national but also an OCI holder who has been a resident in India for 6 years is moving abroad for employment. To be considered a non-resident for fiscal year 2017-2018, does that person need to leave India within 60 days After March 31st or 182 days after March 31st? Thanks.

I am "serving" my 2 year residency at the moment, and I have 10 months left. I was wondering if I could apply for H1b 6 months before I finish serving my residency so that by the time it gets approved, I would have already completed the residency requirements. Thank you for your help!
