Visitor Visa For Grandparent over 80.

Hello,

I am hoping to apply for visitor visa for my granddad who is 83.
I'm aware of the Visa waiver program where he does'nt have to appear in person for the interview
Along with my granddad, my brother who is 25 will also be applying for a visa.
How do I go about...

Can I sponsor my elder sister's B2 visitor visa? She is unmarried, working and not dependent on me.
My father is a senior citizen, so I want my sister to accompany him while traveling.
