H1B Transfer on Perm Appeal pending in 8th Year of H1

I need help in my current situation that hasn't changed for 4 years.

I am currently on on h1b. (8th year on h1b)
Perm/ Labor got filed 4 years back with Current Employer, got denied and my employer filed an appeal and its pending appeal for almost 3.5yrs.

I have recently got my H1-B visa approved.
In how many days can I transfer my H1-B visa to new employer?
Is there any criteria that I will have to work with my employer for 2 or 3 months once i get my visa approved?
